Not directly by the people. At elections people vote a local member into the House of Representatives. The Government is formed by the party or parties that hold the majority of seats in the House and the leader of that party is the Prime Minister.

It is entirely possible that at the next election for example, that the ALP will win a majority of seats but Julia Gillard could loose her seat, which means she wouldn't be PM.
