You can't really say a dynasty is "evil" or "good". Throughout the dynasty, there are bound to be some good emporers and some bad ones. The mos t famous "evil" emporer in the Zhou dynasty was probably Xia Jie, who built mountains of ham and lakes of wine in his garden.
