ancient Egypt was a kingdom and the kings were called pharoahs. Initially the pharoahs were absolute monarchs in every sense, and were considered gods. Pharoah was technically the king and the High Priest of every cult of all the gods. Over time, the many priesthoods that served the many Egyptian gods became more and more powerful in their own right, and they impacted the authority of the pharoahs. But the 'government' was always a monarchy, with very strong religious elements.
