They have different histories and handle conflicts differently. Canada tends to avoid conflicts by giving money, land and special status, even when Natives use violence. Canada's history with natives have less violence. The US also gives money and special status but seems to have less tolerance for violence. The American history has more violence so that may be part of the reason.
