If you mean a monarch, there is no recognised position as "Empress of Ireland", nor has there ever been. Queen Victoria, Empress of India, was Queen of Ireland but only Empress with regard to the British Raj. The position may have been used in the Middle Ages or earlier. The RMS Empress of Ireland was a ship that killed over a thousand people in 1914, the deadliest maritime disaster in the history of Canada.
When Ireland was under British rule, Ireland would have had a queen at different points. In more ancient times Ireland had its own monarchs, but most would have been monarchs in different regions of Ireland, rather than of all of Ireland. These would mainly have been kings. There are a lot of legends and folklore around ancient Irish history, but not so much actual recorded history thousands of years ago, so it is hard to know for sure.

No. Ireland does not have a prime minister. Ireland has a Taoiseach. So Gerry Adams will never be Prime Minister of Ireland nor will he ever be Taoiseach.
