Potentially yes. Natural hazards are naturally occurring events. Natural disasters introduce the human element, and the damage to property and life caused by a natural hazard. In essence, you cannot prevent a hazard from occurring, a flood, blizzard, tornado, tropical cyclone, etc., but you can potentially reduce the damage done in the wake of a hazard with good governance and the appropriate disaster management - mitigation, preparedness, response, and recovery measures. Though some would argue that with the development and populations already in place at many locations around the world, this task would be difficult.

Japan had what were thought of as robust tsunami protection walls; on many of the videos, you can see these lining the coast -- but they were overwhelmed by tsunami that was taller than anticipated, generated by an earthquake of greater magnitude than they had anticipated. The tsunami's effects could have been greatly mitigated if they had even taller sea walls, but some tsunami -- such as one that struck Alaska in 1958 resulting from a landslide -- have been several hundred feet in waveheight, much taller than is practical to make a sea wall.
