yes. If Japan did not attack pearl harbor it still would be. Remember The Japanese were still in china. Plus after getting the required resources they had then they would have invaded the Russians and Russians would have two fronts to deal with (the Germans and the Japanese). Now, it turns out roosevelt liked Stalin so he would use that as an excuse to go to war against the Japanese. But i would think it would be difficult anyways because the island hopping campaign would of still happen to even get to the Russians. But this would mean that possibly but unlikely the Germans would have have taken more of Russia than they origanally did until the Russians fought back.
So yes the the war was inevitable. its was like trying to hide meat from a dog.
