When water is heated to a certain point it turns into water vapor/ steam, and is in gas form. In order to become liquid again the water vapor must cool down and condense. The water cycle works on this process: water from lakes, streams, and other bodies of water are heated hot enough to turn into water vapor, then the vapor condenses in the sky back into water droplets, and falls back to Earth in the form of rain. It's impossible to burn water because it will turn into water vapor before it can burn.
