Tides are the rise and fall of sea level that is caused by the gravitational pull of the moon and the sun on the Earth while Waves are actually energy that moves across the surface of the water.

The energy from waves is usually caused by the wind; the wind is caused by temperature differences among different parts of Earth; and these temperature differences are caused by the sunlight.
Waves that travel through a medium are caused by vibration eg sound waves are caused by vibrating drum/ vocal cords etc and this causes the air particles to vibrate; a vibration in a still pond will cause waves of water. However, light, radio waves are radiation. Electromagnetic waves are radiated eg light from the Sun is radiated to Earth through the vacuum of space.

The energy from the sun is in the form of electromagnetic radiation (light and non-visible waves). This light heats water both directly and indirectly (by heating the air or vessel in contact with the water). The electromagnetic energy of the sun is transformed into thermal energy, which in this case is random molecular motion of the water molecules.
