Why yes, indeed, there is an inscription in the Welsh language on the steps of the Washington Monument.
About half-way up the steps one finds the inscription:
Fy iaith, fy ngwlad, fy nghenedl Cymru - Cymru am byth
Which, when translated into English means "My language, my land, my nation, Wales -- Wales for ever."
No. The last line reads, "Cymry am byth" -- that is, "the Welsh forever."

When the Washington Monument was being built, people were given the opportunity to present stone inscriptions as gifts. Amongst these was a Welsh inscription stating "Fy iaith, fy ngwlad, fy nghenedl Cymru - Cymru am byth" (My language, my land, my nation of Wales - Wales for ever). According to an 1898 magazine article, the gift of this stone was due to Daniel Jones of the Welsh National Society.
