It is estimated that 3.9 million Germans together with 283,000 German allied forces were trying to hold off 5.4 million Russians on the eastern front. Additionally 177,000 troops were in Finland. Norway and Denmark were garrisoned with 486,000 troops. France and Belgium held 1,370,000 troops and another 612,000 troops were tied down in the Balkans. The Wehrmacht and Waffen-SS surrendered at Stalingrad on February 2nd 1943. However, some loyal German troops either remained hiding of still fought with what they had left for a month prior to the German Surrender in February 1943.

On February 2, 1943 the German Army Commander, General Paulus, surrendered to the Russian Army Commander, General Rokossovsky.
The Battle of Stalingrad ended on February 2nd, 1943, with the complete defeat of the German 6th Army.
By January 1943, the Soviets already launched their counter offence and as a result, the German flanks began to weaken. After this the soviets launched a final counter offence (Operation Little Saturn) and this was a res ponce to the German offence known as Operation Winter Storm. During January, the soviets were in the 2nd stage of Operation Little Saturn and during this month, the Soviets destroyed the Hungarian 2nd Army and nearly encircles the German 2nd Army. On January 13th 1943, whilst the Soviets destroyed the Hungarian 2nd Army, they also attack the Italian 8th army Alpine corp and this corp was unaffected prior to January 1943. Once the soviets were able to advance 200 KM, they encircled the Italian Alpine Corps. This was similar to what happened to the German 6th Army but unlike the German 6th Army, the Alpine corps fought their way out and on January 17th,the launched a full retreat.

I'd say probably Field Marshal Paulus of the German army. He was commanding the 6th army, and surrendered to the Soviets after the battle of Stalingrad in 1943.
