According to New Testament accounts, John knew OF Jesus by the working of the Holy Spirit, but on a personal level John didn't have opportunity to know Jesus well at all. John 1:32-34 -And John bore witness, saying, "I saw the Spirit descending from heaven like a dove, and He remained upon Him. I did not know Him, but He who sent me to baptize with water said to me, 'Upon whom you see the Spirit descending, and remaining on Him, this is He who baptizes with the Holy Spirit.' And I have seen and testified that this is the Son of God." Matthew's gospel tells that Jesus learned John was in prison as soon as He returned from being tempted in the wilderness. Apparently Herod had John arrested at some point during those 40 days immediately after John baptized Jesus (see Matthew 3:16, 17 and Matt. 4:1-2; 11-12). Once Jesus' ministry began, John's work was completed (John 3:30). Herod later had John beheaded (Matt. 14), and he never had a chance to become friends with Jesus. The gospel accounts show that Jesus and His disciple John (the brother of James) were what we would call "good friends."

Buddha is considered to have existed possibly in the 5th century BCE, which is quite a while before Jesus was born, so I don't think that they could have been friends. But you could also say that Jesus loves everyone and therefore would be everyone's friend.

Yes they were: John the Baptist's mother (Elisabeth), and Jesus' mother (Mary) were cousins, so he was Jesus' 2nd cousin.
