Have a mind stone and mind plate. Have Pikachu hold the mind plate. Go to full moon island. (The place you met Cresselia). Then once you get in that room, go to your trainer case, shine the first 3 badges, and the last one. Shine them so they sparkle. Then if you did it correctly, if you give the mind stone, it will say Pikachu is able.
