in oblivion, there is a cave called mudbath cave, look for it around chedynhall and inside once you reach the third section, there is a tent, inside this is about 10 chest and inside each there is a full set of different armours.

∙ 11y ago:WARNING SPOILERS IN ANSWER: it doesnt really come at a high lvl infact after a little bit in the mains story line you'll be going to a place called the thalmor embassy there will be loads of thalmor with elven armor on and its really common in stores i saw it in a store when i hit lvl 5 and you may find it in most tombs or ruins.

Where can you find full elven in oblivion?
The "Elven Armor" is held by Azani Blackheart who is located at a large Ayleid ruin called Atatar. You can find this ruin somewhere between Bravil and Leyawiin. Although Azani does not have a -Full- set of Elven Armor he has the most complete set you can get without having to be a high level. He is however very tough to beat. Killing Azani Blackheart is part of a Fighters Guild quest called "Azani Blackheart". You will also find a Sinweaver on him which does Fire Damage and Drain Fatigue.
