In blue, it is SpinPurple. If you check and she isn't there, look for a girl nearby that is obsessed with shopping. When you no longer see her, she is behind the pillar and ready to dispense her item. Spin Orange is obtained from the little girl by the beach in front of the hospital.
When Plantman attacks the hospital where you come out of the water the little girl is right there running out and then back in the corner.
