When you defeat the Elite Four go search for it and it will be on your Pokedex. It will tell you where is it. But if you move to that place it will be on a new area. If you want to get Latias then you will have to get a ticket to Southern Island in Wireless Adapter. It will be at lv.40 when you geta Latios and Latias will be at Lv.50 when you catch it at Southern Island.
