After you get the National Pokedex, go the Resort Area and enter the Ribbon Syndicate. You can only get in if one of your Pokemon has 10 or more ribbons. Once you're in, you can buy 3 different ribbons at the counter. Buy the first to make the second available, then buy the second to make the last (which is the Glorious Royal...or something along those lines. I think you have the wrong name, but this is the way to get the ribbon either way) available. But, mind you, it cost 999,999 Poke
