You find Tingle in a cell in a building behind the guy dancing at the gravestone. The door is separated from most of the other townspeople.
it's normally Tingle, but in Wind Waker it's from a fish you have to read. in temples, you find them in a chest

In the accepted Zelda timeline, Phantom Hourglass is after Wind Waker. When talking about release dates, Four Swords Adventures is after Wind Waker.
I think you are out of luck if Tingle took it. Just goes to show that you shouldn't trust mentally disturbed people who wear their underwear over their pants.
