After you ground-pound the two pillars in the basement near the sign that reads 'It is decreed that one shall pound the pillars.', all the water in the moat will be drained. This reveals a breakable block in the moat floor.
Attack this block to smash it, revealing a hole in the floor. Jump into this hole to enter the Secret Under the Moat: the Vanish Cap Course. Good luck!
