After you get to the end you will have to battle team galatic and then you meet palkia. Make sure you have the master ball with you or else you can't catch it and that would be sad if you didn't catch it. That is how you can catch and meet palkia at mt coront but there is something else you have to be far in the game to do it because there is a wall with the three protecters of the lakes Uxie Mespirit and Azelf you have to beat the 8th gym leader to do it.
