Rayquaza is near the town floating on water. You need to surf right, the first opportunity to go up is when you have surfed for just a bit. When you are surfing up there will be a big tower in front of you. Go inside that tower. There will be lots of holes which you need to ride your mach bike over. you will need to start quite a bit back before you ride over the holes otherwise you will just fall down onto the floor below. You keep going up and up until you reach the top. Rayquaza will be there. I may recommend a master ball on rayquaza or a lot of ultra balls. Because there are lots of Pokemon up there you may want to bring some ultra balls. But remember keep some ultra balls with you to catch rayquaza.
