If you mean "where" is Latias, then Latias (along with Latios) is one Poke'mon that can only be caught through the "wandering" feature after the Elite Four is defeated. The wandering feature causes Latias to randomly change it's location after you fly or change the route/town you're in. Thus, Latias can be captured almost anywhere in Sapphire.
