To get to Saffron City you have to have beaten the Elite Four and the Champion, and travelled on the S.S. Aqua to get to Vermillion City in the Kanto region. I don't know if you need to of earned the Thunder Badge there before getting to Saffron City, but anyway to get to Saffron City you need to follow the path North. Go to the West and get a TM and then resume your journey. There are about 3 or 4 trainers on the way, but nothing really difficult compared to the Vermillion gym leader or the Elite Four. They have Pokemon at level 42 or something. You follow that road up, and then you go through the gate thing and then you're in Saffron City.
Hint: If you go in the house to the East of the Pokemon Center in Saffron City and talk to the guy in there, he'll give you the TM Psychic, and if you go in the Silph Co. building behind there in the middle of the city and talk to the guy next to the lift he'll give you an Up-Grade which you can give to a Porygon and trade it to cause it to evolve into Porygon2. Nifty, but not particularly new or anything, as that's where you got it back in Gold and Silver.
Warning: The Saffron City Gym is quite confusing to get through, but at least you get practise! (It's a Psychic gym, so use Bug, Ghost or Dark moves on the Pokemon there! Sabrina, the leader, has only 3 Pokemon - Espeon 53, Mr. Mime 53, Alakazam 55)
