If you haven't already, kill all of the bugs so they won't get in your way. that makes things a whole lot easier. When you see a green arrow on a thin ledge when you look down, slowly move to the end of the ledge so you can get on the ledge. Then you see it.

Its not an achievement, its a silver skull. On the mission "Crows Nest" (the part where the bugs are coming from the pipes after you drop down and Cortona talks to you, at the end at the edge), you will notice that you can go underneath the walkway you were just on.
