I'm not so sure that 'Fleetburg' is a town/city in diamond. I play Pokemon Platinum which is very similar to Pokemon Diamond and Pearl. In Pokemon Platinum the move deleter is in Canalave,the city with Bryon the steel type Pokemon user(Gym Leader). You can get there by beating Pastoria City doing what Crasher Wake says and then he gives you HM Surf,but it's best to go to Veilstone if you did not beat the Gym Leader yet for practise as Bryon has some pretty strong Pokemon.
Once done head for Jubilife City and the place where you can access the place that's called the Pokech Company, walk right past it (so just carry on walking/running left) until you get in a little building with a Police Officer and a Fisherman, walk past them. Then you are on some planks walk left the up. Surf there go bit up then go left till you reach land and that will take you to Canalave. When you enter there is a house on the left (don't go up!) and go in there (im not sure if I'm right bout which house though) and you'll see an Old Man, thats The Move Deleter.
