There is none. It is controlled by Howrse's producers; Owlient. All horses that die, go to Safe Haven to live. This is their Heaven.

You need to stroke a horse in the Safe Haven. To get to the Safe Haven, you go to: Breeding → My Office → click on "The Safe Haven" tab → scroll down, and pick a horse to stroke.
