Depends when you are talking about. In the 1590s, in the heyday of Elizabethan theatre, just about everyone could and did go to the large public theatres to see plays including Shakespeare's. As the seventeenth century started, plays were increasingly performed at indoor theatres with higher ticket prices. These performances would have been beyond the means of the poorer class of theatregoer.
