Yes, because the earliest Rabbis were Abraham, Isaac, Jacob etc., including (later) Moses, Joshua, etc. Every one of them was a Rabbi. The Prophets were the next link in this unbroken chain of tradition; every one of them was also a Rabbi.
What we call "Rabbis" without further title, such as the sages of the Talmud, were those who came later and were great in Torah but did not reach the level of prophecy. They were the continuation of the chain of tradition between the Prophets and the later Rabbis (those after the Talmud, such as Rashi).
