And it all depends on what one means by the word "fly", and what degree of significance one places on official recordings, of declared feats.

Many people floated around in hot air balloons, and uncontrolled dirigibles, as well as "falling with style" in gliders and parachutes, long before the Wrights took off for their official first recorded powered flight of a heavier than air craft.

The first officially successful powered and controlled flight of any type was made in an internal combustion engine propelled dirigible, by Henri Giffard, in 1852.

The first airplane was probably used in the mid 1890's. It didn't fly high or far and may have been used by any of a hundred or so avid flyers. -Most crashed and went back to the search for perfect flight. Many people flew before the Wrights.
