The earliest clock in the UK still in operation was built in 1386. So yes, they could tell the time. The sun dial has been called 'the most ancient of scientific instruments' and has been used to tell time for several thousand years.

The clock was invented by the Ancient Chinese and was in use for centuries before the Middle Ages. They often had a candle with sections on it and it would burn showing a time. In the Middle Ages the concept of time was different than today. Most days were measured by sunrise and sundown, prayers during the day, and seasons. People didn't really know they day they were born but set it to an event that happened. We measure time in seconds, but the Middle Ages didn't. If something took three months to make that is what it took.
