Yes they were and they did, certainly in Western countries. A famous US example is the Temperance Movement in the 1890's ("Lips that touch liquor shall never touch mine").
Some examples of challenges faced by immigrants in the late 1800s were:- unable to speak English- overcrowding of the cities- unable to find jobs
