From my current research into silver I would guess it's the purity. 999 is the purest silver you can find, Sterling is stamped 925, or 92.5% silver. I would guess 963 means 96.3% silver.

No. Balboa Peninsula is not made out of silver. As you can see,it is a sandy beach with stores and other things. If it were made out of silver, there would have been people trying to dig the earth to get rich.
