Gestation periods have little to do with size. The time that mammals develope in the womb is based on how well that life form needs to be developed when they exit the womb, what body systems develope in the animal first, and the burdan on the mother to carry the child. When a young elephant is born it must be able to walk and digest grass in a very short amount of time both of which are more complex systems than the flesh based digestive system and a body built for swimming.
