Technically, the only computers that can be called "IBM Computers" are the ones that have been manufactured and/or sold by IBM. However, the "IBM Compatible Computers" are those that have been built in accordance with the IBM Standard. IBM created the original PC then turned it over to the "open architecture" community to be built by anyone who wants to follow those standards.

IBM Compatible computers are the "PC" including the Laptop PC. Pretty much just about anything that's not "Apple".
