On the valve cover
It depends on if it is a I4 or the V6. The inline 4 PVC valve is located on the side of the engine block, under the intake manifold. The V6 PVC valve in the valve cover of the cylinder bank next to the firewall. It is on the driver's side, near the throttle body. You can follow the rubber hose from the intake manifold down to the PVC valve. The Valve has a tab that locates it when it is screwed in/installed.
The PVC valve on a 98 Eclipse is located on to or the valve cover. It is connected to the intake with a hose.

Standing in the front of your car facing the engine, in the middle of the valve cover on the left side (covered by black plastic). Remove that black plastic cover and you will see the PVC valve on the left side of the valve cover.
