A microphone is a hardware thing, so it has nothing to do with Windows 7. Windows 7 does have a program to record sound from a microphone built into it. That depends on what you want to record. If you want to record your voice, Windows should come with a simple utility called Sound Recorder for that purpose. If you want to record text, you should right-click the desktop (or an open folder window), click New, click New Text Document, name it, and open it. Unfortunately, if you want to record video, Windows does not (to my knowledge) have a program that does that. There are also plenty of programs online that take care of all of these, including video. Other than that, you should be more specific with your question.
