Boo stays inside because earlier in the novel it talks about how he commited some sort of crime and how the only way for him to not go to jail was for his father to not let him leave the house. But, think about it during that time period people who had mental retardation were sent to be experimented on and the way Boo acts, makes me think that he might actually be mentally ill.
