Along with the two Epistles to Timothy, Titus is known as a "pastoral letter" because it offers 'pastoral' instructions for the Church around the turn of the second century. The epistle was written to provide instructions to the newly appointed bishops, as well as slave-masters and families.
Slaves (sometimes translated as 'servants') were instructed to obey their masters, please them and accept their own place in society, while Christian slave-masters in turn were instructed to be kind to their slaves.
