Germany and the Soviet union both invaded Poland and conquered half of the country each. Germany got western poland and the USSR got Eastern poland. This was because of the Nazi-Soviet pact. which was signed in 1939.
Main ones are Germany and the USSR but this also effected Britain, France and Italy. It affected Britain and France because, once it was signed, this cautioned the 2 countries in declaring war onto Germany. It effected Italy because Italy is a close ally to Germany.
A pact is an agreement or covenant, in international law it refers to an agreement between two countries.
The "Rome-Berlin Axis" was used to describe the military coalition of Italy and Germany in 1939 under the Pact of Steel signed by Mussolini and Hitler. This is the source of the term Axis Powers to describe their alliance. With the signing of the Tripartite Pact by Japan (1940), the "Rome-Berlin-Tokyo Axis" describes the three major powers that fought the Allied Powers in World War 2.
Germany, Japan & Italy signed a "Tripartite Pact." Once they began their conquests upon other countries, the remaining UN-Conquered countries formed their own alliances to fight back.
