The two structures that surround the prokaryotic cell are the cell membrane or plasma membrane and the cytoskeleton. All prokaryotic cells contain these.

Guard Cells surround the stomata, and enable it to open or shut.
In plant cells, the cell wall surrounds the cell membrane. The cell wall gives the cell rigidity and strength. Cell walls can also be found in bacteria, fungi, and algae. They are not found in animal cells or protozoa.
Circumferentially oriented cells refer to cells that are arranged or aligned in a circular or ring-like pattern around a central axis or structure. This cellular orientation is often seen in certain tissues or structures where the cells surround a central core or lumen, such as in blood vessels or muscle fibers.
In this case it is satellite cell. In the PNS system there are only two types of cells which are in the neural structures outside the CNS, Schwann Cells and Satellite cells. The Satellite cells surround neuron cell bodies in ganglia.
