All 48 US states and then territories of Alaska and Hawaii
In WWII, Alaska & Hawaii were US Territories; NOT STATES. The US Mainland was referred to, as "the states."
I think this is actually 2 questions. Every one of the US states have voting members in Congress. Usually each state has 2 Senators and a number of Representatives (based on the population of the state.) However, US territories are not states and do not have voting members in either the Senate or House of Representatives.
Alaska, Hawaii, Puerto Rico, Guam, Philippines, Virgin Islands.
The 2 similarities I see is that all are island and they all US territories.
Mexico has 2 territories and 29 states.
