They certainly could, as the region is similar to their native habitat in Asia. But, they aren't native there.
Depends on where you live and who you are. Native Alaskans have a many traditons and there are many different types of Native Alaskans.

Most Native Americans now live in the Western part of the United States, including Oklahoma and Arizona. Many also live in Alaska.
That depends on which particular tribe of the Sioux you mean. The Sioux were divided into three dialect groups.
