Of course all fish need oxygen even puffer fish....
Fish depends on many things in order to survive. They need to have a plentiful supply of food. They also need water and protection from predators.
A puffer fish moves like any other fish. They swim through the water and puff up when they feel that they need to be defensive. They have tiny fins.
biotic things (living) need many things to survive. but some of the things they need are abiotic (non-living). like a fish, it needs water to survive. the fish is biotic and the water is abiotic. also all plants and animals need water, air, soil, food, sunlight and ideal temperature. these are all abiotic things.
Puffer fish do not have small mouths. In fact they have a decently large mouth, they need this to fit their large teeth, which they chew on live rock to keep filed down.
Water and food would be a good idea.
I would need more details, but Tetraodon suvatii comes to mind. It is commonly sold as the pig-nose puffer, arrowhead puffer, Mekong puffer, or hog-nose puffer.
Fish that don't have any teeth, they can still eat. Or the wouldn't survive. I think they eat things they eat things that they don't need to chew on.
For alge eating fish, food. But if you are a normal fish the alge take the oxygen out of the water and fish need oxygen to survive so not very good things for normal fish.

Most people consider a puffer to only be one of the Arothrons, or a porcupine puffer which all get big and need at least a 125g aquarium, however Most Toby puffers can live comfortably in a 50g aquarium.
