This is the most common practice, actually! It doesn't make sense for two Paramedics to work on the same truck. A good Paramedic should be able to function effectively by him/herself in the back of the ambulance. Sometimes, a patient's condition requires more than one person in the back of the ambulance. In this case, one EMT can drive and another (from a fire department, police service, or assisting EMT service) can help the Paramedic. Typically, however, the Paramedic and his/her partner can stabilize a patient on scene and the Paramedic can help the patient in the back while his/her partner drives to the hospital. (Not to mention, Paramedics make sometimes two or more times as much money as an EMT-Basic. So it's good fiscal sense to spread their skills around the covered service area as much as possible.)
