I am not certain but page 929 of the volume 53, number 6 issue of Popular Mechanics Magazine from June 1930 has an article entitled "The West Point of the Air" which covers Air Corps training at Scott Field, near Belleville, Illinois and at Chanute Field, at Rantoul, Illinois. I have not seen this movie but given that it was supposed to take place in the 1930's and the date of this magazine issue, it's not improbable to think that it was Scott or Chanute Air Force Bases.

Union General Samuel Davis Sturgis graduated from West Point in 1846. Among his graduating class of 59 cadets, Sturgis ranked 32nd. As an aside, Sturgis graduated with well known generals such as Stonewall Jackson and George Edward Pickett.At one point General Sturgis was in charge of the military force that protected Washington DC.
