None. Article III of the Constitution originally gave the federal courts the power to hear cases between a state and the citizens of another state, but the Supreme Court's decision in Chisholm v. Georgia, (1793), quickly convinced both state and federal governments that allowing people to sue states could be costly and problematic.

The Eleventh Amendment revoked the federal courts' original jurisdiction over disputes of this nature, unless the state voluntarily waives its sovereign immunity (and formally agrees to allow a law suit against it). This can sometimes be circumvented by suing the official (by name) with ultimate authority over the department or agency with which one has a dispute.

This protection does not extend to municipalities (cities, towns).
