Are audio and video tapes toxic waste?
Most audio and visual recording tapes, such as those that are found in video cassettes and audio tapes, are not generally toxic. All that the tape contains is a plastic/polymer embedded with a metallic substance that aligns with magnetic fields and stays that way after the magnetic field has passed. The reading device can interpret this alignment of particles and translate it into an audio/visual output signal. This is also why if you run a magnet over the tape, it will be degaussed (erased).

What is the best way to destroy magnetic tapes?
A large powerful electromagnet will do the trick. In the past, there were some made and sold specifically for this purpose: bulk tape erasers. I got one back 20 years or so ago at Radio Shack for something like $15. Basically it was nothing more than said electromagnet with a power cord, switch, and plastic cover and handle. You could probably make something similar out of the magnets off old stereo speakers. If you want to be even more secure, then burn the tapes after scrambling/erasing them with the magnet.
