norms are socially approved ways of behaving that are considered normal depending upon the specific situation e.g wearing a suit in a office but on the other hand values are ideas about the correct form of behavior a bit familiar with beliefs e.g human life is sacred.values are inculcated into individuals by a party but norms are already present people acting in their social life just have to identify them and go with its flow. Another thing that we must not forget that if someone breaks norms it is wrong and maybe discarded from the society but breaking values might appear funny as it does not fit the context.
