Probably not. Admission to UW-Madison has gotten extremely competitive over the past 5 years or so.. The average ACT of this Fall's freshman class is about a 28...you are clearly below that average... I would suggest you take the ACT/SAT again and try to get at least a 28.. Or perhaps you should consider some other not so competitive schools...
Absolutely not. UW Madison MINIMUM requirments are 3.75 GPA and 1320 on SAT's PLUS multiple attendance and participation in multiple clubs and activities while in high school. Best bet with those grades is a lower level state school like Wisconson State. Well my sister had a 4.07 and got a 1260 on her SAT's and got in so I'd say no to you but maybe if you pulled your GPA up some.
No garantees, but I think you have a pretty good chance. The average GPA is 3.7 and you are only a little under that, so as long as you have some extra curriculars and a pretty good high school work load, I see no reason in why you wouldn't get into UW.
To get into the University of Wisconsin at Madison you need a GPA of 3.5 or higher, and an ACT composite score higher than 23, with a 1700 SAT score.

If you do VERY well on your ACT or SAT test then it wont really matter too much what your GPA was. Very well mean at least a 32 on the ACT test. Not sure about the SAT though... didn't take it. I received a 34 on my test so I can go almost anywhere I choose for college. If you don't do well on the ACT or SAT then you MUST get your GPA up to at least a 3.9 otherwise you'll be just average joe shmoe and no university is looking for the average.
The average GPA standards for Harvard is at the least a 3.9. Most students who get in have a GPA of 4.0. It also depends on how well you do on your SATs. Most scores are ranged between 2300 to 2400(the full score).
