Ask whoever is giving the scholarship if there are GPA requirements.
You may be able to get a scholarship with good grades and a good resume. Apply for any and all scholarships in your hometown with civic organizations and sports. You may be able to net some good money for school.
they don't have scholarships for people with such low grades
Most of the student scholarships are not decided based on the GPA only. However there are certain types of undergraduate student scholarships available those are decided only on the GPA. And again this is different in various institutions.
none that i have heard of. most scholarships take full account of applicants. they asses their GPA, academic standings etc.

The admission requirements are things like you GPA and SAT score. So you need a certain GPA to get in like a 3.7 for you GPA you can get into NYU. But your SAT score needs to be great too.
